| 目的：梳理我国中医药服务贸易相关政策的优势与不足，为今后政策的制定提供借鉴与参考。方法：采用内容分析法，从中医药服务贸易政策工具和中医药服务贸易政策内容两个维度构建中医药服务贸易政策二维分析框架，对我国中医药服务贸易相关政策文本进行量化分析。结果：在政策工具维度，供给型政策工具总体应用较少，环境型政策工具使用过溢，需求型政策工具使用状况差异较大；在政策内容维度，政策主要集中于中医药综合服务和中医药医疗服务领域。结论：在现有政策基础上，需进一步完善供给型政策工具内容体系，促进中医药服务贸易的创新发展；推动环境型政策工具实施落地，扩大中医药服务出口；优化需求型政策工具分布比例，进一步开拓中医药在国内外的发展空间。 |

| Objective The advantages and disadvantages of relevant policies on trade in traditional Chinese medicine (TCM) services were sorted out to provide reference for future policy formulation. Methods Content analysis method was adopted to construct a two-dimensional analysis framework of TCM service trade policy from two dimensions of policy tools and policy contents, and quantitative analysis of policy texts related to trade in TCM services. Results On the dimension of policy tools, supply policy tools are rarely used in general, while environmental policy tools are used excessively. And the use of demand-type policy tools is quite different. In terms of policy content, policies mainly focus on TCM comprehensive services and TCM medical services.Conclusion On the basis of existing policies, it is necessary to further improve the content system of supply-oriented policy tools to promote the innovative development of TCM service trade and promote the implementation of environment-oriented policy tools and expand the export of TCM services. The distribution ratio of demand-oriented policy tools should be optimized to further promote the TCM development at home and abroad. |
